Reality Manipulation: Allison is able to influence people's thoughts, feelings, and actions by prefacing a statement with "I heard a rumor;" once she says it, reality will adjust accordingly so that it can be true.

Power added from the portal at nebulochaoticmod - Telepathy: Allison is also a telepath, but she is NOT able to read other people’s thoughts. Since she is not able to speak due to the injury she sustained in the 8th episode of season 1, her telepathy primarily allows her to project her thoughts when she’s in the presence of someone so that she’s able to ‘speak’ this way. She won't realize it right away, but she is still be able to 'rumor' people with her thoughts.

How often? whenever, no need for warnings unless you think it might change something major or injure a character.
Is it okay if Allison uses telepathy to project her thoughts to your character since she can’t speak? yep for all.
